garbage message received contains the code for the tone. Use the options button
to listen to the melody and save it on the phone.

Yes.
Any reproduction by whatever means requires a commission to be paid to the copyright
holder. Hence ringtones are a source of revenue to the music companies as well.
- Are
the free ringtones really free?
The
service providers charge downloads on two accounts: sms charges and tone charges.
Normally, what are called free tones waive the latter charge, but you do have
to pay the sms download charges for sms based services.
Why does it take so long to download a ringtone?
Internet
downloads take more time upto several minutes. Make sure your connection
is enabled and your location is good for the download.
